From Bend take 97 almost to madras until you reach signs that will direct you to cove palisades state park. Follow the signs until you get to lake billy chinook. Stay on the main road going along the lake, and continue over the bridge to the entrance of the boat launch on the deschutes arm. You can launch your boat here if you want to get to the cliff by water or you can keep driving until you reach a second bridge going over the lake. The cliff is upstream a ways. If you are going by land you will have to walk up the river for quite a while past the bridge then swim across. I reccomend going by boat as it is much easier.
